Hincesti One Stop Shop Opening, October 28, 2005
October 26, 2005
USAID BIZPRO, partner of the Government of Republic of Moldova in the implementation of the Regulatory Reform, supports the establishment of One-Stop-Shops and will organize on October 28, 2005:
“The Official Opening of One-Stop-Shop in Hincesti”
The Hincesti One-Stop-Shop will issue urbanism certificates and authorizations for construction activities. The process will involve three stages and the permits will be issued within 30 days. Prior to the establishment of the One-Stop-Shop the authorizations for construction activities were issued in as long as 12 to 18 months.
The One-Stop-Shop in Hincesti is working on-line. It has connected through an electronic network all the institutions involved in the process of issuing urbanism certificates and authorizations for construction activities. All processes, including the stages of circulation of information and decision making are performed electronically based on a strict algorithm developed following meetings and decisions of local authorities involved in this mechanism. Another advantage of the implementation of this project is the significant reduction in the number of contacts between the citizen and pubic officials -- the representatives of the authorities will visit twice the object of the construction.
The One-Stop-Shop in Cahul operates for six months and issues permits for trade activities. In this city one needs only one visit to the One-Stop-Shop, 130 lei and no contacts with public officials in order to acquire the permit for trade activities. The establishment of the One-Stop-Shops is a part of the Regulatory Reform, which is implemented by the Government of the Republic of Moldova, with the support from USAID BIZPRO. By the end of the year, three more one-stop-shops will open in Edinet, Ungheni and Singerei. Other 10 one-stop-shops will be set up in 2006.
