USAID's BIZPRO project in partnership with the Ministry of Economy and Trade within the Regulatory Reform initiative and in collaboration with local Strategic Development Partners and local public authorities developed a scheme for establishing One-Stop-Shops throughout
“The Official Opening of On-line One-Stop-Shop in Singerei will take place on
Singerei On-line One-Stop-Shop represents a complex system that will focus on issuing trade authorizations as well as urbanism certificates and construction permits. The aim is to reduce direct contact between entrepreneurs and relevant authorities as well as minimize the time and effort for receiving the needed documents and increase the focus on business development. In light of this initiative trade authorizations will be issued within 10 working days and the urbanism certificates and authorizations for construction activities within 30 days.
Until now the project has implemented 4 OSSs, in Cahul, Edinet, Hincesti and Ungheni. The existing OSSs are fully operational and are based on the model of all involved institutions being connected through an electronic network having as a final goal easing the process of issuing authorizations, certificates and permits. All processes, including the stages of information circulation and decision making are performed electronically based on a strict algorithm developed following the meetings and agreed decisions taken by all local authorities involved in the process.
The establishment of One-Stop-Shops unfolds in line with the principles of the national Regulatory Reform implementation, and benefits from strong support from the Government of the
OSSs became a much needed priority to give concrete results within the regulatory reform agenda and the project plans to support the establishment of an additional 10 One-Stop-Shops in 2006, although the demand for similar tools in other regions goes beyond all current expectations.
