Two New One-Stop-Shops were established in December
January 5, 2006Ungheni One-Stop-Shop was officially opened on December 2nd, 2005. It is a significant example of how the winning partnership between authorities, NGO’s and business community at the regional level can improve the infrastructure, attract international donors and implement governmental policies. As the local request for reforms was strongly manifested by the mayor of Ungheni, Vitalie Vrabie and by BIZPRO’s local strategic partner – Uncalnis NGO, joined by local businessmen; two USAID projects hurried to help. USAID Local Government Reform provided the electronic equipment and USAID BIZPRO came with logistics, software and trainings.
Three weeks later in Singerei started to work the 5th One-Stop-Shop established in 2005 with USAID BIZPRO support. OSS Singerei has a mandate over the entire rayon. The new One-Stop-Shops issue trade authorizations as well as urbanism certificates and construction permits. The aim of OSS work is to reduce direct contact between entrepreneurs and relevant authorities. It also minimizes the time and effort for receiving the needed documents and increases the focus on business development. In light of this initiative trade authorizations are issued within 10 working days and the urbanism certificates and authorizations for construction activities within 30 days.
The One-Stop-Shops in Singerei and Ungheni are working on-line. They have connected through electronic networks all the institutions involved in the process of issuing authorizations and certificates. All processes, including the stages of circulation of information and decision making are performed electronically based on a strict algorithm developed following meetings and decisions of local authorities involved in this mechanism.
