Regulatory Reform

Small and medium businesses need a favorable environment to develop. It is primarily legal/regulatory environment that concerns entrepreneurs first. BIZPRO/Moldova is going to assist major stakeholders of small business development to build a stable regulatory environment without barriers. Major stakeholders are business society, represented by business associations, central government and local governments.

National level reform

Working Group, consisting of representatives of private and public sectors, with BIZPRO/Moldova support will work on improving national regulatory framework making Moldova a favorable environment for business development and investment. At the same time specific technical assistance will be provided to the Ministry of Economy and Trade in elaboration of measures to improve regulatory framework.

Regional level reform 

At the local level BIZPRO/Moldova will provide assistance to the regional working groups which consist of major stakeholders of business development – business associations, officials from local governments and local representatives of national agencies. The main responsibility of the regional working groups will be to identify major barriers to business development and come up with recommendations to remove barriers by suggesting improvements to local regulatory environment or national regulations.

At the regional level One-Stop-Shops will be created, meaning offices where different state bodies will be providing various services including those regarding starting a business. This will simplify considerably the start-up procedures.

Advocacy capacity building

BIZPRO/Moldova will focus on building capacity for business associations to advocate effectively at local and national levels. This will be achieved by specific training on data collection, data analysis, recommendation formulation and use of the media as a tool for advocacy. Respectively entrepreneurs will be able to protect their rights and to promote favorable conditions for business development.




Draft Law of Republic of Moldova on basic principles and mechanisms regulating entrepreneurial activity
The law will determine principles and mechanisms regulating the business activity in order to ensure free trade and entrepreneurial activities, free competitiveness, and to create a favorable environment for economic development.The draft Law has been coordinated with all stakeholders and has to be submitted for Cabinet of Ministers’ approval by the end of December 2005
